I have examined the accompanying Ordinance, entitled "An Ordinance to remove doubts as to the validity of certain Byelaws made by the Sanitary Board and for other purposes,"

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

In order that this Ordinance may be more fully understood, the Proclamations and Byelaws referred to in the Preamble are attached and a copy of my speech...
